I do the same as beaconboy, stay behind the fence until soap kills him.
It maybe a bug in the game or something. I say just keep doing the same and hopefully soap will eventually kill him for you.

Astro A40's are the best headset out there IMO and I've tried a lot.
They cost slightly more than those but are well worth the money.

Have you tried recovery mode ?
Think it's option 3 that can resolve this issue, it happened to a friend a long time ago.
I'm not 100% though as I say it was a while ago.
I'm sure someone on here with be able to confirm.
