the fsb is 133 mhz and the multiplier is 11.5.

11.5 x 133 = 1529.5 but will show up as 1533.
here is why it wont work.
your 266 mhz chip runs at 66mhz bus! so 4x66 = 266.
The p2 400 runs on 100mhz bus. 4x100 = 400.

with the multiplier lock you must raise the FSB to 100 and not change the multiplier.

And will usually have a different warranty. Most OEM products have to be serviced by the place of purchase and not the manufacturer. Just something to keep in mind.
yes it can take 64megs of ram, BUT you wont know what maximum size Simm(72) or Dimm(168) it can take. 2 32meg or 4 16meg's would be a safe bet if it takes Simms. If it does take Dimms then it should take a 64meg single density , BUT (gotta love the but) the board may have problems with new Dimms ...

jeef, its a key on the keyboard that has "Power" written on it. hence the name keyboard power key.
check your motherboard manual.
there is usually a setting for it in the bios, but it can sometimes be deactivated with a jumper setting.
